    Essential Job Functions

    The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description. 

    ESSENTIAL DUTIES AND RESPONSIBILITIES - Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

    Maintains constant vigilance for criminal activities, suspicious circumstances, and hazards to life or property, taking appropriate action as required.

    Enforces traffic laws and provides general traffic management in the event of accidents, disabled vehicles, or other dangerous situations occurring on City streets.

    Arrests, or assists in the arrest of, persons suspected of violations of law or ordinances, and does so with full compliance with the law, ordinances, and departmental policy.

    Mediates and/or negotiates conflicts and disagreements within the community.

    Prepares all required forms and reports accurately in a complete and timely manner.

    Presents testimony and evidence in municipal and county courts in traffic, civil, or criminal cases.

    Gathers information in criminal investigations by interviewing and obtaining statements of victims, witnesses, suspects, and confidential informers.

    Transport prisoners to jails or other necessary facilities.

    Ensures assigned equipment and/or patrol unit is always properly secured.

    Responsible for inspecting and ensuring the proper care and maintenance of all department owned equipment and vehicles.   

    Assists with Police Department and City sponsored events including traffic and crowd control. 

    Promotes positive department-community relations.

    Advocates public awareness for crime prevention, neighborhood watch, and other citizen programs.

    Travel to attend meetings, conferences, and training.

    Operates police vehicles in a safe and courteous manner.

    Regular and consistent attendance for assigned work hours is required.

    This position requires a flexible work schedule. Employee may be required to work shift work, weekends, holidays, and mandatory over-time as needed.

    This position is considered essential during a natural or manmade disaster and/or a catastrophic event. This position may be required to provide service or perform duties for the benefit of the public and continuity of City operations. These may include services or duties different from those performed in the usual course and scope of this position.

    Work is performed in the municipal police department office and field environments. This job requires sufficient physical strength, agility, dexterity, and hand-eye-foot coordination to perform all essential functions. Duties also require frequent sitting, walking, running, kneeling, squatting, pushing, pulling, twisting, and bending. Work exposes employee to potential hazards such as extreme weather conditions, hazardous driving conditions, hostile environments, hazardous chemicals and fumes, bodily fluids, infectious diseases, or air and water borne pathogens. Employee is subject to excessive audio/visual discrimination and perception when making professional observations, communicating with others, reading, writing, and operating assigned equipment. The employee must reasonably be able to restrain and handle combative individuals according to policy and laws. Must be able to lift and/or move up to 50 pounds and may be required to occasionally lift and/or move 100 pounds or more.

    MINIMUM QUALIFICATIONS

    • Must have a high school diploma or GED.
    • Must be a United States citizen.
    • Must possess and maintain a valid State of Texas Driver’s License.
    • Must be a minimum of 21 years of age.
    • Must possess an active Police Officer Certification with Texas Commission on Law Enforcement (TCOLE).

    Special Requirements

    • License, Certifications, and Other Requirements:
    • Meet and maintain all regulatory Texas Commission on Law Enforcement (TCOLE) requirements.
    • Must be able to maintain the department’s physical fitness requirements within the scope of departmental policy.

    Position is full time.  2-3 years experience preferred.

  • Public Works Superintendent

     

    Overview:

    Supervises street and drainage and parks and recreation teams and assist in a variety of duties associated with maintenance, repair, and construction of streets, driveways, sidewalks, drainage ditches and City-owned land and facilities to keep the city clean, organized and a comfortable living space for the community.

    Reports to: Public Works Director/City Administrator

    Qualification Requirements

    Thorough knowledge of regulations, policies and procedures that apply to streets, drainage and parks operations.

     Knowledge of office administration practices, procedures and personnel management.

    • Follow policies and procedures for effective fiscal control.

    1. Directly involved in the hiring process including selection, training, management, and evaluation of assigned personnel.
    2. Identifies, manages, and resolves personnel related matters including conducting performance evaluations, coaching, training, and meeting with staff to address safety, performance, or other personnel issues as needed.
    3. Oversees all planning, directing, coordinating, assigning, and reviewing the work plan for department employees.
    4. Responsible for budget execution, including procurement coordination, proper coding of expenses, equipment and inventory management, and financial audit readiness.
    5. Monitors and evaluates the efficiency and effectiveness of operational methods and procedures.
    6. Recommends appropriate service and staffing levels while continuously monitoring and evaluating the quality, responsiveness, efficiency and effectiveness of assigned maintenance, repair, and construction programs/projects. 
    7. Identifies utility and infrastructure requirements in support of annual maintenance and Capital Improvement Program development.
    8. Provides historical data and input to engineering studies, reviews project design and cost estimates produced by various consultants.
    9. Coordinates with construction contractors, monitors contractor performance, and recommends corrective action and/or project acceptance as appropriate.
    10. Coordinates with staff and personnel on securing grant funding and maintaining records for awarded grant funding of public works projects.
    11. Ensures safe methods and practices are used by employees in accordance with state and federal regulations.
    12. Respond to citizen questions, complaints and requests for service; meet members of the community to assess issues and problems; identify and recommend solutions; communicate with members of the public to demonstrate resolution of problems.   
    13. Supervise daily operations associated with maintenance repair and construction of streets, driveways, sidewalks, drainage ditches and city-owned land and facilities – patch asphalt. Installation and repair of street signs.
    14. Knowledge of and ability to clean ditch lines by digging and clear obstructions and debris in drainage ditches.
    15. Knowledge of and ability to operate construction and maintenance equipment such as trucks, backhoes, and rollers for a variety of construction and maintenance operations involving streets, sidewalks, curbs, gutters, driveways, ditches and right-of-ways.
    16. Knowledge of and ability to use concrete cutting and breaking equipment; operate jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.
    17. Conducts/assigns safety inspections of vehicles and equipment, sets up traffic safety devices such as cones, signs, and barricades as necessary. Redirect traffic as needed. Wear protective and safety gear as indicated for the work assigned.
    18. Prepares, gathers and transports tools, materials, supplies and equipment necessary to complete work assignments.
    19. Cleans and repairs work site upon completion of construction including laying grass, replanting trees, and repairing damaged surfaces.
    20. Landscaping (mowing, weed-eating) of right-a-ways.
    21. Ability to be actively involved in emergency operations.
    22. Performs other duties as assigned
